GLWD Infrastructure Development Company Limited is a wholly owned subsidiary of GLWD Investment Company Limited, established to spearhead the development, construction, and management of state-of-the-art infrastructure and facilities across Nigeria. The company will develop and construct comprehensive infrastructure within every designated Education City, with one Education City per political ward across Nigeria's 774 local government areas.
As the implementing arm for all infrastructure related activities under the Green Line White Dots Initiative, GLWD Infrastructure will design and construct Education Centres, Primary Healthcare Centres, and Sports Centres, oversee and provide site infrastructure for residential and commercial properties developed by OHL Property Development Limited, implement reliable power generation and distribution systems, and provide facility management services for the constructed infrastructure.

Each Education City is a comprehensive 100-hectare master-planned zone designed to deliver integrated infrastructure, housing, commercial spaces, and essential utilities to support education, healthcare, and sports facilities.

The Phase 1 investment covers essential enabling works to kickstart each Education City: perimeter fencing, site clearing, internal access roads, drainage, sewage networks, water distribution, and electricity distribution. This foundational platform supports the Education Centre, Primary Healthcare Centre, Sports Centre, and initial 500 housing units. Additional infrastructure will be developed in subsequent phases as each city expands.

Operating Model
GLWD Infrastructure Development Company Limited operates on a sustainable financial model combining budgetary support from GLWD Investment Company Limited with revenue generation from property sales service fees, rental service fees, and electricity distribution. All profits are channeled back into ongoing infrastructure development and expansion of Education Cities.
Property Sales Service Fee
5% service fee on all residential and commercial property sales by OHL Property Development Limited.
Property Rental Service Fee
5% service fee on gross residential and commercial rental income.
Electricity Distribution Revenue
GLWD Infrastructure serves as the main electricity distributor, purchasing power from OHL Powergrid Limited and distributing to all Education City residents and facilities.
Budgetary Support Allocation
$125,000 per Education City per year Purpose: Covers Education City Operations & Management (utilities management, maintenance, waste management, and shared services) as well as ongoing infrastructure development and expansion.
